
Elise Balin Hill
Associate Attorney
Elise Balin Hill joined Falen Law Offices in March 2025. Her practice focuses on public lands, environmental and natural resource law, energy law, water law, and agriculture law. She is licensed to practice in Wyoming and Oregon.
Elise earned her Juris Doctor from the University of South Dakota Knudson School of Law and holds a Master of Environmental Law and Policy, with academic distinction, from Vermont Law and Graduate School, as well as a Bachelor of Arts in Journalism from the University of Wyoming. She was awarded the Roland W. Hagemann Prize in Water Law for her scholarship addressing complex water-law issues in Fall 2024.
Elise is a Certified Mediator with the Wyoming Department of Agriculture and serves as an appointed 2026 Executive Committee Member of the Oregon State Bar Agriculture Law Section.
Raised on her family’s fourth-generation farm and cattle ranch in Klamath Falls, Oregon, Elise brings firsthand understanding of agricultural operations and the practical impacts of regulatory decisions on landowners and producers. She remains committed to advancing balanced, legally sound outcomes for her clients.
